2004 Survey of Obstetricians and Gynecologists

In the first quarter of 2004, the Medical Society of the District of Columbia (MSDC) surveyed 190 obstetricians and gynecologists in the District of Columbia in order to collect data on how these physicians are responding to soaring medical liability insurance rates. The preliminary results are based on 75 responses received.

The preliminary results show what the Medical Society has been saying all along. The escalating rates are forcing a growing number of OB/GYNs to: (a) move part or all of their practices out of the District; (b) retire earlier than anticipated, and/or (c) discontinue offering obstetric and other high-risk services.

In short: more than ever, women of the District of Columbia are losing access to OB/GYNs and the services they provide.

The preliminary results* show that because of the soaring medical liability insurance rates:

* Nearly 9 out of 10 (88%) respondents have moved, plan to move, or are considering moving their entire medical practice out of the District. Specifically, 38% have moved or are planning to move their practices out of the District, and an additional 50% are considering such a move.

* Nearly 9 out of 10 (89%) respondents have moved, plan to move, or are considering moving at least part of their practices out the District. Specifically, 54% of respondents have moved or plan to move at least part of their practices out of DC, and an additional 35% said they are considering this action.

* Three-fourths (75%) of respondents have closed, will close, or are considering closing an office in DC. Specifically, 52% of respondents have or will close an office, and an additional 23% are considering this action.

* More than 9 out of 10 (93%) respondents have retired, will retire, or are considering retiring earlier than anticipated. Specifically, 52% have retired or will retire earlier than anticipated, and an additional 41% are considering this action.

* Nearly three-fourths (74%) of respondents have discontinued, will discontinue, or are considering discontinuing obstetric services. Specifically, 53% have discontinued or will discontinue obstetric services, and an additional 21% are considering this action.

* Nearly 9 out of 10 (86.5%) respondents have periodically not received a paycheck.

* Nearly 7 out of 10 (67%) respondents have cut back on hours to reduce medical liability premiums.

* Nearly 7 out of 10 (66%) respondents have had to lay off employees.

There are 190 individual stories in the District on how OB/GYNs are struggling, and ultimately, being forced to take action that is negatively impacting access to care in the District.
